canada university ranking engineering

Can anybody plz give me this information?

I have just completed my graduation in electrical n electronic engineering n now looking forward to pursue higher degrees (very interested in research work) from a reputed uni in USA/Canada. i am searching the web for a suitable uni but cant decide which uni i should apply. Frankly speaking, my academic background is average good but not so enticing to convince the uni authority to manage a scholarship.On the other hand i cant afford the expenses for studying (+ living costs) in those reputed uni. so i need some funding to fulfill my dream. can u plz tell me which uni might be suitable for me n how i shuld proceed specially to get the funding as an international student? also i need to know about the importance of the degree (how much its regarded or preferred in the US/UK) earned from the universities in Germany ( i.e. can this be a good alternate option?) . Can u plz help me with the name of a website for university ranking (from engineering perspective) on which i can rely?
