laos visa chiang mai

Leaving from Chiang Mai to laos, is visa on arival possible at Tha Khilek or Chiang Saen Immigration?
Chiang Saen has a border crossing into Burma, but it’s not legal for westerns to cross there. Thai law allows border crossing to the casinos only. Tha Khilek border with Burma also not Laos so I don’t think you can do it there either. You can go to Chiang Khong to enter Laos at the border crossing.
