a person had a tourist visa for one month to USA then was refused to enter as he had a lot of bags?
will he be able to enter the USA again even if he has a working contract to work in USA and he has a wife working in usa and the wife is staying legally having the green card
As was stated, he may be allowed if he has the correct papers. Since he was once refused he should make certain everything is in order the next time. Even with a visa he can be denied at the port of entry by the CPB officer.
I don’t know what airports these other people go through but the ones I’ve been through you have to go through Customs & Immigration again after you get your bags.
