visa cards low interest

Which bank is the best to use to pay off my visa card?
Im in Australia and currently with the commonwealth bank.
My interest rates are 13.9% on purchases and 19.9% on cash advances.
My interest rates keep going up.
Got any suggestions on which bank has the lowest interest rates for visa cards?

Im not after a loan, I just want to switch banks to pay my card off.
Try a credit union, their rates are often lower!
Right now our interest rate (at my credit union) for tier A or B credit is 5.9% for a visa card, C D or E credit is 13%
Of course each credit union is different
