visa for mexico travel

Does my friend need a U.S. visa if traveling to Mexico through L.A?
My friend is a resident in New Zealand and she has a Chinese passport. She wants to visit Mexico, but the most convenient way for her is to travel through LA. Will she need a U.S visa to travel to Mexico?
